Sweet Home: Why America Needs a Housing Trust Fund (pdf, 1,136kb)
(2001, 50 pages) This report outlines the benefits that could be realized from
the creation of a national housing trust fund. The report documents the need
for such a fund and quantifies the social and economic benefits that could result
from providing needed housing. Detailed information is provided for twenty states.

(2002, 85 pages) This report provides the only comprehensive description of
the more than 350 existing housing trust funds in the United States. The report
contains a chapter on state, city, county, and multi-jurisdictional housing
trust funds and their characteristics. The report also provides numerous examples
of what housing trust funds have accomplished and why they are so successful.

Workbook for Creating a Housing Trust Fund
(1999, 75 pages) At the time of this publication, nearly 150 state and local
governments had created trust funds to support affordable housing. This workbook
explains how to assemble a proposal for a new fund and put together a campaign
to get that proposal enacted. ($10)

Tell Their Stories
Housing trust funds are distinct funds established by legislation, ordinance
or resolution to receive dedicated public revenues, which can only be spent
on housing. These funds work to serve the affordable housing needs in communities
across the nation. Currently, there are more than 350 housing trust funds in
cities, counties and states through the country and the Project’s newest
publication tells the stories of five city/county campaigns.
Because housing trust fund campaigns have been so clever and imaginative, it
seemed prudent to take the time to capture some of what has been accomplished
and convey these lessons to those who might work on housing trust funds in the
future.
The stories were compiled from personal interviews with dozens of players in
each city. The stories are captivating and remarkable. They provide lessons,
experiences from what can go right and what can go wrong, and victories that
literally change the complexion of affordable housing in these cities.
